  • * Court Rules Delay in Release of Presidential Papers is Illegal
National Security Archive press release: "A District Court in the District of Columbia has ruled that an Executive Order [13,233] issued by President George W. Bush in 2001, which severely slowed or prevented the release of historic presidential papers is, in part, invalid. In a carefully constructed decision, the court held that the Archivist of the United States acts arbitrarily, capriciously, and contrary to law by relying on the Executive Order to delay release of the records of former presidents. The court did not reach the issue of whether it was permissible for President Bush to extend the authority over disclosure of presidential papers to a former president's heirs or to former vice presidents."

  • * Declassifying the "Fact of" Satellite Reconnaissance
Press release: "Today the National Security Archive publishes a collection [links to 41 documents accompany this release] of documents concerning U.S. policy with regard to acknowledging the "fact of" U.S. satellite reconnaissance operations – particularly satellite photoreconnaissance. It was 29 years ago today that President Jimmy Carter, in a speech at the Kennedy Space Center, acknowledged that the U.S. was operating photoreconnaissance satellites...The documents published include memos stating the positions of various individuals and institutions on the issue in both the Nixon and Carter administrations, assessments of the risks and benefits of declassification, an assessment of the reactions to President Carter's disclosure, and presidential directives from the Carter, Reagan and Clinton administrations specifying the classification associated with the "fact of" different types of satellite reconnaissance."
  • See also this press release today: "After several requests from the Homeland Security Committee calling for a moratorium on the controversial use of spy satellite imagery for domestic purposes, the Department has heeded the call and delayed its planned October 1st launch of its new National Applications Office (NAO). The Department has cited the need to address unanswered privacy and civil liberties questions from Congress – as addressed in the Committee's September 6th hearing on the matter and also in letters from August 22nd and September 6th from Committee Members."

  • * Federal Circuit Changes Its Web Page Address and Domain Name Effective October 1, 2007
Press release: "The United States Court of Appeals for the Federal Circuit is relocating its Internet Web page to its own in-house servers. The former Web page address and domain name, www.fedcir.gov, will continue to be kept active through December 31, 2007, in order to redirect users to the new address. The new domain name brings the Federal Circuit into conformance with the Web site naming convention used by the other United States Courts of Appeals. Web site authors and others who have created links to pages inside the www.fedcir.gov Web page should change the URL of those links to the new URL on October 1, 2007."

    * Repair and Replacement of Affordable Housing Lags in Mississippi's Post-Katrina Recovery
September 27, 2007 press release: "Affordable housing recovery in three coastal counties in Mississippi heavily damaged by Hurricane Katrina lags behind the pace of the rest of the housing market in the region, according to a RAND Corporation study released today. While construction permits had been issued as of July for approximately 60 percent of the housing damaged by the hurricane, repair and replacement of multi-unit housing significantly lags behind repair and replacement of single-family homes, according to this study from the RAND Gulf States Policy Institute."
  • Rep. Bennie G. Thompson (D-MS), Chairman of the House Committee on Homeland Security, released the following statement in support of the report. "RAND hit the nail on head with this report. For the first time since Katrina, we have a report that truly documents the challenges that the working men and women of Mississippi face everyday as they try to rebuild their homes."
