 GAO Report Examines Challenges to Implementing a Mandatory Electronic Verification System Employment Verification: Challenges Exist in Implementing a Mandatory Electronic Verification System, GAO-07-924T, June 7, 2007: "The opportunity for employment is one of the most powerful magnets attracting illegal immigration to the United States. The Immigration Reform and Control Act of 1986 established an employment eligibility verification process, but immigration experts state that a more reliable verification system is needed. In 1996, the former U.S. Immigration and Naturalization Service, now within the Department of Homeland Security (DHS), and the Social Security Administration (SSA) began operating a voluntary pilot program, called the Employment Eligibility Verification (EEV) program, to provide participating employers with a means for electronically verifying employees' work eligibility. Congress is considering various immigration reform proposals, some of which would require all employers to electronically verify the work authorization status of their employees at the time of hire." The approach suggested by the United States was added to this, namely of incorporating the biggest greenhouse gas emitters outside the United States, especially China and India." Mississippi ranked worst and Alaska best." "Public Citizen's Health Research Group has calculated the rate of serious disciplinary actions per 1,000 doctors in each state. Using state-by-state data released in late April by the Federation of State Medical Boards (FSMB) on the number of disciplinary actions taken against doctors in 2006, combined with data from earlier FSMB reports covering 2004 and 2005, we have compiled a national report ranking state boards by the rate of serious disciplinary actions per 1,000 doctors for the years 2004-6 (See Table 1, PDF) and for earlier three-year intervals (See Table 2, PDF)."
